Proposed Comprehensive Plan Map Amendment and Comprehensive Plan Text Amendment in the City of Vernonia, File No UGB 23-01/ CPMA 23-01/ CPTA 23-01.

When: September 19, 2023, at 7:00 pm

Where: Hybrid Meeting. The hearing will be held in person at 1001 Bridge Street, Vernonia OR, 97064. Details regarding online participation will be published with the Agenda on Wednesday, September 13, 2023.

Why: In April, City Council adopted a Comprehensive Plan Map Amendment and Comprehensive Plan Text amendment to adjust the Urban Growth Boundary to allow bringing in a 49-acre area near the school to allow residential development in proximity to the school. The adjustment would remove three residentially designated areas that are unlikely to result in urban densities from the Urban Growth Boundary. This hearing will update the proposed Urban Growth Boundary swap to keep some of the properties originally proposed to be removed from the Urban Growth Boundary within the Urban Growth Boundary because they are served by City water and sewer, and therefore cannot be removed from the Urban Growth Boundary. The amendment is also updated with information on potential wetlands in the area to be brought into the Urban Growth Boundary.

NOTICE IS HEREBY GIVEN that the Vernonia Planning Commission and City Council will conduct a public hearing on a request by the City of Vernonia to amend the Comprehensive Plan map and text. The Comprehensive Plan Map amendment would adjust the Urban Growth Boundary to bring in 49 acres of land near the school and remove 38 acres from the Urban Growth Boundary. The Comprehensive Plan Text amendment would update the Urban Growth Area Policies section of the Comprehensive Plan to designate the land included in the UGB as “Residential” and encourage the extension of the street grid upon annexation.

SAID PUBLIC HEARING will be held before the Vernonia Planning Commission and the Vernonia City Council on September 19th, 2023.  The Planning Commission hearing will occur at 7:00 pm, after which the City Council hearing will occur. These meetings will be hybrid, available online and in person.  This is the scheduled time oral or written testimony on the proposed Urban Growth Boundary Adjustment, Comprehensive Plan Map Amendment, and Comprehensive Plan Text Amendment will be heard.

A staff report will be available to the public at City Hall one week before the hearing and may be copied for a nominal fee. Public testimony is welcome, and written statements will also be received before the hearing. Failure to raise an issue in a hearing, in person or by letter or failure to provide statements or evidence sufficient to afford the decision-maker an opportunity to respond to the issue precludes appeal to the board based on that issue.

The meeting will be streamed online, and therefore accessible to persons with disabilities.
